In Killeen, Texas, the City Council has implemented a Short-Term Rental (STR) Registration Program to regulate properties rented for less than 30 consecutive days. This initiative, effective October 1, 2023, aims to ensure compliance with safety and zoning standards while promoting responsible hosting and local tourism.
Starting May 1, 2024, operators must register their STRs annually and can do so at no cost during May 2024. Registration involves obtaining a permit, which requires an inspection to confirm adherence to health and safety guidelines. Operators must also maintain a minimum of $500,000 in liability insurance and submit proof of such insurance as part of the registration process.
All short-term rentals are subject to a Hotel Occupancy Tax, which requires monthly filing regardless of rental activity. There are no limits on the number of STRs in a neighborhood, but failing to obtain a permit may lead to fines and enforcement action.
To apply for an STR permit, operators can visit Killeen’s consultant website, Avenu. This program allows hosts to showcase their commitment to guest safety and community well-being, while also addressing concerns regarding the impact of short-term rentals on local neighborhoods and housing availability.
