Notably, the STR regulations in Keystone closely mirror those of Summit County, specifically referencing Section 3821 of the Summit County Land Use and Development Code.

Keystone operates under the "Resort Overlay Zone," and currently, there are no caps on the number of STR licenses available, allowing for unlimited licensing. Property owners and managers can begin applying for new STR licenses as Summit County provides administrative services until September 30, 2024. After this date, the Town of Keystone will assume full control over STR licensing and enforcement.

The application for STR licenses will become accessible on August 30, 2024, and all property owners must ensure their renewals are submitted by September 30, 2024, to comply with the new regulations. The licensing fee is set at $285, aligning with Summit County’s fees. Unlike some municipalities, the Town of Keystone does not impose a lodging tax on STRs.

Furthermore, residents can submit complaints about STRs via an online form or a dedicated complaint hotline beginning October 1, 2024, when the Town officially takes over regulation and enforcement responsibilities. The Town Council plans to review the STR regulations post-renewal period, incorporating public input to address any potential adjustments based on community feedback.
