In Minneapolis, short-term rental regulations are managed by the city's Short-Term Rental Office, which mandates that hosts obtain a registration or rental license based on the type of rental unit. The regulations categorize rentals into three main types:
Homesteaded Units or Condos - These require registration, and hosts must display their registration ID on all listings. They limit occupancy to 10 people.
Non-Homesteaded Units (fewer than 20 units) - These also require a short-term rental license, with similar conditions, including displaying the license ID and a management plan.
Non-Homesteaded Units (20 or more units) - In such buildings, no more than 10% of units can be used for short-term rentals, and similar requirements apply as above.
All hosts must submit a management plan, liability insurance, and obtain a certificate of occupancy. Registration fees are set at $55, and hosts must notify neighbors about their rental activities. Importantly, property owners can maintain only one short-term rental in addition to their homesteaded property.
